Old Business

- Here’s notice that the Board will be enforcing the Rules & Regulations. Warning notices will be sent to unit owners with fines following if the violation has not been resolved.
- The Board has installed a secured corkboard where notices may be posted in the lobby without being disrupted by others. Please contact the Board if you wish to have your notice placed there.
New Business
- The Secretary was absent; the Vice-President is taking notes in their absence.
- Amazon has reimbursed the Amazon Key damage to the call box. Thank you Ashley for following through and closing the loop.
- Pressure washing will occur later this month. We will be placing a notice on the entrances to the mailroom, and on the notice board.
- Garage code was successfully updated on June 10th.
- We have informed Ambassador I about stolen remotes being a problem in the community. The board will follow up with discussions on managing remotes, and exploring a method for homeowners to purchase remotes.
- On the topic of landscaping: It has been hard to find appropriate plants, and Jay is still currently looking. Also, there appears to not be a drainage system for the square garden. It is unclear if we require proper drainage for the longevity and health of future plants.
- The board will work with the landscapers to add a new layer of bark. The board unanimously approved of the expense.
- Older fans for bathrooms causing a large amount of noise is an ongoing issue. Property Concepts has issued an official warning to one unit.
- The board discussed standardizing a procedure to receive homeowner complaints and reports. For example, requiring the reporting homeowner to provide detailed data points (e.g. time and date of event) of the activity that is being reported.
- Fine fees are historically outdated. They have not been updated in the bylaws since inception. The board is considering modernizing the rules and regulations, and updating the fine structure to better reflect the current economic situation.
- Fines are historically deterrents, not punishments. The suggestion is to update from $25 to an laddered $100/150/250.
- On the topic of security cameras: We currently have a first bid, but it is currently difficult to get a second bid due to unresponsive companies.
- The cost is non-trivial. We will need to use a large amount of reserve funds. The board will present the package to the annual meeting to discuss with homeowners about this project.
- On the topic of the 2022 Reserve Study: Ideally we will have it done before the annual meeting. This will require immediate followup with the company. We will contact them tomorrow to get a date for the site visit.
- On the topic of website hosting: We will require a new expense to host the website and domain renewal, which we estimate to be $250/year. The board approved this unanimously.
- On the topic of the annual meeting: It is tentatively scheduled on July 13th.
- Annual budget will need to be presented – Ashley will provide a first draft next week.
- Property Concepts will mail out the announcement and the Proxy ballots.
- Jay will take charge and put the packets together.
- Secretary role is up for renewal this year,
- Will Amy continue being a board member? This will be discussed offline.

- The board will require a new Member at Large.
Committee Reports
- We are investigating the possibility of installing a package locker for package deliveries. The quote we received would be 14k for the installation fee; however, this is not something we have allotted for our 2021-2022 budget. We will present this information in the Annual meeting.
- A homeowner has set up a forum for homeowners: https://www.facebook.com/groups/ambassador2seattle/.
- Google Fiber has offered free service to our property. After inspection, it was determined that our building was ineligible without performing some upgrades. We will investigate this in the future.
- Fitness Room room equipment procurement remains on hold.

- A firm reminder to never store your remote keys in your car.
- No locker break-in attempts reported in May. Please don’t store valuables in lockers.Please also secure your locker with a high-quality lock to avoid and deter future break-ins.
- No package thefts were reported in April. Please pick up your packages as soon as they arrive or, better yet, schedule them to be delivered to a more secure location like your work address or an Amazon locker.

- Rule 3.12 – Rules & Regulations state that Realtor key boxes must be removed within 7-days of the sale or lease of the unit. Otherwise, there should be no other key boxes attached to the fencing anywhere on the property. All non-Realtor key boxes will be immediately removed and disposed of without notice.
- Recycling reminders: Our recycling rules are identical to the City of Seattle’s. Please break down boxes, toss most packing materials into the trash, as most are not recyclable. IF IN DOUBT, THROW IT OUT. All plastic packaging is not recyclable. Paper towels are not recyclable. Caps on bottles are also not recyclable.
ALL RECYCLABLE ITEMS MUST BE CLEANED PRIOR TO PLACEMENT IN THE BINS
- Rule 4.10 – DO NOT leave garage remotes in your vehicle. Non-resident owners, please discuss this continued security issue with tenants.
- Rule 3.17 – It is our individual responsibility to secure the building. Before proceeding away from the building or to your parking space, please wait for the Summit Ave garage gate to close completely. We strongly advise residents to never leave anything in vehicles or lockers that one does not wish to lose.
- Rule 3.5 – Smoke from several units has been leaking into the hallway. This has been creating a persistent odor in the hallway and affecting other residents on the floor. As a reminder of the rule – “No owner or occupant shall make or permit any loud, excessive, or disturbing noises or odors by himself or herself, his or her family, employees, agents, or visitors, nor do or permit anything that will interfere with the rights, comforts, or convenience of any condominium owner or occupant. NO SMOKING IS PERMITTED IN THE COMMON AREAS OR GARAGE.” Violators will be fined and potentially charged to remove the odor in the hallway.
Things to Always Remember
- MODIFICATION OF UNITS: Please review the Rules & Regulations prior to any modification of the unit (Rule 8.1 through 8.10). If one is planning to remodel their unit or make substantial construction noise, it is courteous to contact all surrounding units and restrict work hours to when the units are mostly unoccupied. All work should be done within the unit boundaries. An owner or contractor wishing to use common area space for storage or work space shall submit a request to the Board, which will render a decision.
- PARKING IN GARAGE: The two (2) dentist office parking spaces are not to be used for guest parking. There is no guest parking in the garage, as all spaces are assigned. Unauthorized vehicles may be towed without warning at the vehicle owner’s risk and expense (Rule 4.1). Non-resident owners, please advise tenants of this continued parking issue. The dentist office has provided the Board a list of vehicles to tow on sight. NO WARNING!
- WATER SHUT-OFF VALVE: There is a water shut-off valve located in every unit above the water heater. This valve will shut water off to your entire unit without affecting the whole building.

- We have collected several proposals for security cameras to be placed in key areas around the property and will continue to do so. The security cameras are intended to serve as a minor deterrent, as well as help us survey odd activity and understand potential methods of entry into the building and garage. Thank you to the homeowner who also contributed their knowledge.
- The Board also discussed improving the security of the door locks around the building.
- Currently, we are soliciting a cleanup bid for the rat droppings in the garage.

- The garbage room gate’s keypad is not working. Since the recycling is emptied through a different door, we are still having our recycling picked up, but the trash is inaccessible to the City. We have contacted a vendor who should be able to fix the keypad and reprogram it.
- Cleaning of windows and dryer vents around the building was completed on April 11 and 12.
- To prevent rabbits from eating the plants around the property (recall that deliberate damage is subject to fines under the rules and regulations!), the Board will look into installing some chicken wire fences.

- We are investigating the possibility of installing a package locker for package deliveries. The quote we received would be 11k for the installation fee; however, this is not something we have allotted for our 2021-2022 budget.

- Google Fiber has offered free service to our property. After inspection, it was determined that our building was ineligible without performing some upgrades. We will investigate this in the future.

- We have cut the realtor lock boxes of properties that have been sold. A reminder to prospective sellers that lock boxes must be placed on the left side of the gate as per the Rules & Regs.
- Window washing has been scheduled for April.
- Steadfast has completed replacement of the stairs quickly and effectively.
- Seattle Fire Department was here on March 2nd when the fire alarm was inadvertently set off. There was no fire.
- Also related to fire safety, we will be looking into repairing the x04 stack’s cut fire alarm wire.
- We have seen evidence of rats in the cage in the garage where the exterior light timers can be adjusted. The Board is currently reaching out to an extermination company for a bid.
- The Board has approved the increase in fees for landscaping.
- The Board is also investigating ways to improve the bed behind the fitness room and the bed at the top of the stairs.
- Ambassador I has reached out about the feasibility of installing a sharps disposal container. We will discuss this further with them.
- We will also be reviewing the fee structure that Ambassador I pays to us for maintaining the garages.

New Business
- The building of a retaining wall and associated work to level the patio in a first-floor unit, plus other appropriate upgrades, has been approved by the board, with the cost to be borne by the homeowner. In particular, should the fence be damaged or destroyed, or need to be modified, the expense for getting it repaired falls on the homeowner.
- A rabbit has been spotted onsite. We speculate this rabbit is responsible for chewing the tender new growth in two of the beds. The board is looking into a deterrent that will not also affect residents’ dogs.
- A task force will look into replacing some of the window frames and screens in common areas. The Board also explored the feasibility of window replacement across the whole building, which would have to be a long-term project in the mostly distant future.
- The Summit Avenue garage’s remotes must be re-coded. Notices have been made alerting homeowners to this change, which will take effect April 25 at 12:00PM (noon).
- Security of certain areas has been an ongoing problem. To begin tackling some of the issues, the Board has discussed a several-pronged approach. We are looking into the installation of security cameras in a few key locations, removing access codes to the building, and continuing to push on the idea of adding a package locker.
- Evidence of rodents in the garages has been acknowledged. An extermination company has come out to assess the situation, and we will be taking actions to clean up and restore areas where they may be congregating.
- Some interest has been expressed in an email mailing list for notices containing non-sensitive information. It could be possible given sufficient interest and a low-enough-maintenance solution.

- Last week, Fire Safety Pros came by to do fire alarm testing. There was some confusion about the date and time; in the future, we will take several actions to ensure everyone is well aware. We are amending the notice to remove duplicate dates to avoid disseminating notices with two different dates, make an effort to send them out two to three weeks ahead of time, and send them to residents as well as owners.
- The wire for x04 stack’s fire alarm was cut during the last resurface.
- Fire Safety Pros will need to come out and re-test certain units. We will send a notice out to residents once this is scheduled.
- The stairwell on the north side of the East building has two wobbly steps. The Board has agreed to have Steadfast come out to replace the stair stringers and repair the steps.
- We will reach out to get a bid for spring window cleaning.
- Three realtor lock boxes have been abandoned on the front gate even though the units have been sold. We will cut them.
- The Board will renew the contract with our landscaping company for another year. We are also looking into removing the dying maple tree in front of the dentist’s office.
- Furthermore, we will look into transforming the bed behind the gym into something more attractive.

NO SMOKING IS PERMITTED IN THE COMMON AREAS OR GARAGE.” Violators will be fined and potentially charged to remove the odor in the hallway.

- Re-keying has been completed by Bulger.
- After some investigation into the courtyard lights, the Board has discovered that it would require extensive work to fully repair. These lights seem to have been off for a long time, so we have decided to deprioritize fixing these. However, we will attempt to repair the lights under the first-floor walkway, as those provide significant visibility.
- Our contract with Global has been terminated. We continue the search for new companies or new security solutions. Ambassador I does not have a security firm, but our two buildings have differences to consider.
- The Board has unanimously agreed to give our cleaner, Annette, a holiday bonus of $200.
- We have replaced outdated names on the towing contact list with new contacts from the Board.
- Status updates on units:
- 402, 501: We believe that all mitigation and repairwork for these units is done, but we need to verify this with the vendors before stamping this complete.
- 301/201: A pipe in the wall in 301 was leaking. Mitigation has occurred and a plumber has repaired the leak, but we are still waiting on the full report from Maintco. Restoration is pending.
- 208: Maintco has been called to look into a possible water leak in the dryer vent. They are scheduled to return with the full equipment necessary to assess the situation.
- A formal warning has been sent to the owner of unit 212 addressing the noise complaint.
- 112: A board member will work with the owner of unit 112 regarding the storage locker.
- 102/103: We have received the final bill. We will need reserve funds to pay for repairs for this project.
- 108: The Board has re-ratified the decision to pursue legal action against 108 for their delinquency on HOA dues.
- Ashley has been asked to look into some projects from the reserve study that we may want to begin scheduling.

- Bulger is re-keying the paint room, elevator service room, and replacing a door handle around the property.
- A vehicle was broken into in one of the garages, leading to a stolen garage remote. Please do not leave remotes in cars for this reason. We have changed the code and a notice was mailed out about the new garage code. Future incidents will result in a fine.
- Our reimbursement from Amazon for the call box repairs is pending review from Amazon; we have sent them all the relevant documentation.
- We continue the investigation into how much cross-country calling would be for the landline servicing the call box. This is to enable registering non-local area codes for the call box. If we could pay a monthly surcharge to have cross-country calls, rather than a metered fee, we would be happy to move ahead.
- Due to the poor level of service provided by our security company relative to how expensive it is, our current security firm is being let go. The Board will follow up in this regard.
- Some of the lightbulbs on the breezeway went out, which Brian replaced. Notably, one of the lights has a broken enclosure, possibly causing the light to stay out. We will attempt inspection and repair, and engage an electrician if necessary.
- Some of the lights on the south stairway appear to be dimming. The Board will try to prepare some replacement lights before they die.
- Two outstanding accounts remain delinquent vis-a-vis HOA dues. One is being resolved through a wage garnishment; the other has not responded to any demand letters. We would like to proceed with a lawsuit to put a lien on the property in order to protect HOA interests.
- After a quote for the suit, the Board has unanimously agreed to proceed.
- We will be attempting to contact owners of abandoned bikes in the bike storage (i.e. bikes whose owners have left Ambassador II).

As a reminder of the rule – “No owner or occupant shall make or permit any loud, excessive, or disturbing noises or odors by himself or herself, his or her family, employees, agents, or visitors, nor do or permit anything that will interfere with the rights, comforts, or convenience of any condominium owner or occupant. NO SMOKING IS PERMITTED IN THE COMMON AREAS OR GARAGE.” Violators will be fined and potentially charged to remove the odor in the hallway.

- MODIFICATION OF UNITS: Please review the Rules & Regulations prior to any modification of the unit (Rule 8.1 through 8.10). If one is planning to remodel their unit or make substantial construction noise, it is courteous to contact all surrounding units and restrict work hours to when the units are mostly unoccupied. All work should be done within the unit boundaries. An owner or contractor wishing to use common area space for storage or work space shall submit a request to the Board, which will render a decision.
- PARKING IN GARAGE: The two (2) dentist office parking spaces are not to be used for guest parking. There is no guest parking in the garage, as all spaces are assigned. Unauthorized vehicles may be towed without warning at the vehicle owner’s risk and expense (Rule 4.1). Non-resident owners, please advise tenants of this continued parking issue. The dentist office has provided the Board a list of vehicles to tow on sight. NO WARNING!
- WATER SHUT-OFF VALVE: There is a water shut-off valve located in every unit above the water heater. This valve will shut water off to your entire unit without affecting the whole building.

Old Business

New Business
- The mirror in the lobby was bent when a delivery driver careened into it with a package. We are holding off on procuring a new set of mirrors in case we install a package locker.
- Our callbox is back up and working now. Please contact Ashley Goodman to be added if you haven’t already. The programming of new numbers will be batched and done weekly.
- The reason for unsupported non-206 numbers is because the landline connected to it does not support non-local calling. We are investigating the cost to allow calling (US) non-206 numbers.
- Amazon Key for Business is installed and should be operating.
- We will forward repair costs to Amazon shortly.
- Our elevator maintenance company, TK Elevators, reported opened and discarded packaging (from packages stolen from our building and neighboring buildings) left in the elevator maintenance room. It’s unknown how this actor was able to gain access to the elevator room, but we plan to replace the locks to rooms where the elevator maintenance room key is stored.
- We are paying 2-4 times more to Global Security what we used to pay Allied Universal. Were the security provided very effective, we would consider the safety of residents priceless; unfortunately, as of late, Global Security seems to have zero presence on our property and fail to provide incident reports (even for obvious things like graffiti). We are considering a potential new contract with Allied Universal and terminating our current contract, keeping in mind what level of service we need.
- The towing company for our parking garage, Lincoln Towing, has only one authorized contact for towing who is still with us (Guy Roberts, the dentist). We will add some more board contacts.
- It would be nice to have a list of all the outdoor lightbulbs and suppliers for them so we are prepared in case any lights burn out. One homeowner, Laurie, has agreed to help with this.
- We are getting painting quotes for painting to finish up the restoration in W501 following water damage earlier this year.
- We have signed Armata Construction for restoration in 112/113.
- We have taken action to recover HOA dues from delinquent accounts.
Committee Reports
- The Board will allocate some effort to moving our website and mail domain off our current hosting solution.
- We are investigating the possibility of installing a package locker for package deliveries, including looking at different styles. The quote we received would be 11k for the installation fee; however, this is not something we have allotted for our 2021-2022 budget.
- A homeowner has suggested the creation of a forum, such as a Facebook group, for communication among homeowners. The homeowner has set this up – https://www.facebook.com/groups/ambassador2seattle/.
- Google Fiber has offered free service to our property. After inspection, it was determined that our building was ineligible without performing some upgrades. We will investigate this in the future.
- Fitness Room room equipment procurement remains on hold.
Security
- No vehicles were reported stolen in September.
- No locker break-ins reported in September. Please don’t store valuables in lockers.
- Several package thefts were reported in September. Please pick up your packages as soon as they arrive or, better yet, schedule them to be delivered to a more secure location like your work address or an Amazon locker.

- Rule 3.12 – Rules & Regulations state that Realtor key boxes must be removed within 7-days of the sale or lease of the unit. Otherwise, there should be no other key boxes attached to the fencing anywhere on the property. All non-Realtor key boxes will be immediately removed and disposed of without notice.
- Recycling reminders: Our recycling rules are identical to the City of Seattle’s. Please break down boxes, toss most packing materials into the trash, as most are not recyclable. IF IN DOUBT, THROW IT OUT. All plastic packaging is not recyclable. Paper towels are not recyclable. Caps on bottles are also not recyclable.
ALL RECYCLABLE ITEMS MUST BE CLEANED PRIOR TO PLACEMENT IN THE BINS
- Rule 4.10 – DO NOT leave garage remotes in your vehicle. Non-resident owners, please discuss this continued security issue with tenants.
- Rule 3.17 – It is our individual responsibility to secure the building. Before proceeding away from the building or to your parking space, please wait for the Summit Ave garage gate to close completely. We strongly advise residents to never leave anything in vehicles or lockers that one does not wish to lose.

New Business
- Fletcher Morgan has left Property Concepts as of the end of August. Our new property manager is Ashley Goodman. Welcome, Ashley!
- Residents may have noticed that the gate call box has not been functioning for the past four weeks. This is a result of a botched Amazon Key for Business installation, performed by their technician. Our vendor for the box, Electro-Vox, came to replace the board to find that the replacement circuit board was faulty. They are rushing a new circuit board and should come by to install it shortly. We will forward the cost of the repair to Amazon for reimbursement and ask Electro-Vox to install the new Amazon Key for Business module to avoid any further issues.
- We are looking into making it possible for non-206 area codes to be added to the call box.
- Please continue to update us with your phone numbers for programming the call box.
- There has been trash regularly appearing outside the Howell St entrance. We have not been getting any reports from the security company about these. As a result, we will ask the security company for additional measures to ensure high standards.
- Further water damage was reported in units W102 and W103 due to a drainline leak in between the units. We will have Armata Construction come for a restoration bid and the cost will be footed by the Board.
- We have seen a lot of water damage recently. The Board is looking into proactive measures to assess and mitigate further damage.
- We’ve heard several complaints concerning the noise generated by the people outside Clay Apartments, particularly loud music and at night. Our first step is initiating contact with the apartment manager or other building administration at Clay.
