Business
- A proposal to gain access to the x04 stack to assess the fire alarm system has been approved.
- We have learned that energy benchmarking, as mandated by the city, had not been performed this year. The benchmarking has already been performed and an appeal made with the city. It seems very likely that this will be forgiven and cleared up soon.
- We are launching a new email to keep track of maintenance requests, maintenance@ambassador2.com, for whatever problems residents or homeowners notice around the property. These may be small things or bigger-picture ideas. Hopefully, if it’s something simple, a board member can attend to it quickly. We will be keeping track of issues and noting when they have been resolved.
- N.B. that there is no guaranteed timeline for a response, but your reports are appreciated.
- Several incidents have been occuring in the garage of late, between cars being broken into and several storage units. The Board is working on installing brighter lights that will stay on rather than the current motion sensor lights we have. Additionally, please make sure to wait for the gate to close behind you.

Business
- Jay, the external Gardening Committee, proposed postponing the window washing in fall and resuming in spring.
- The Board is considering looking into a fourth-floor cell-phone camera which could also go in the lobby. These would remove the need for wifi to be set up.
- Reminder to please report your package thefts; we are currently investigating at least one missing package.
- The Board will be rolling out a system that will centralize reporting incidents, so please be on the lookout for that information soon – in the minutes, on the bulletin, and in additional places.
- We have heard concerns about people jumping over the gates. The Board has on deck soliciting bids for either replacing it or getting something that can be placed above it.
- A bid for replacing the fourth floor carpet has been acquired and accepted.
- The paint and drywall around the elevator panels are still in need of attention on all floors. We will be soliciting bids for this.
- The Board has its eye on a backup system or service for when Lisa is unavailable.
- We are missing fire covers. Replacement covers are needed and a bid will be solicited.
- From the fire inspection, we found that the x04 stack’s issue is still persistent, and that some units were missing speakers. Ashley will report back with more information.

Business
- The Board has engaged people to assess the staircase. So far, we have not received a complete report, but the experts (envelope consultants) indicate that there is no structural danger currently and this is not an emergency. They have examined the stairs, railing, and structure as a whole. The proposal will be purely cosmetic. They suggest that routine maintenance will also improve lifespan.
- Regarding the roof, V&R Roofing has submitted a proposal and we have a quote. Macleod Construction, who has done minor repairs in the past, and Rainier Roofing have also been contacted. This process will take 2-3 months, but the vendors so far have all been on site. V&R confirmed that the anchors could be done later, but of course scaffolding is expensive so it may be advantageous to do this all at once. We’ll continue to monitor this monthly.
- Annual carpet cleaning is due, and we are confirming which vendor handled this last year.
- We are in the process of installing a trial 4G security camera to monitor the main courtyard entrance, which should help us enhance security without needing extensive electrical work. The existing camera appears to have been disconnected as well, and we need to examine the footage and look into additional security measures.
- TKE continues to be unresponsive regarding elevator maintenance. We have reached out numerous times, and Ashley will now begin to solicit quotes from other companies for ongoing maintenance.
- Finally, we’ve identified some lighting issues on the south side of the building. Jason will check the breakers and timers and follow up with an update. If needed, we’ll get a proposal for repairs.

Old Business
- Here’s notice that the Board will be enforcing the Rules & Regulations. Warning notices will be sent to unit owners with fines following if the violation has not been resolved.

New Business
- The Board notes that the jetting of first-floor units is scheduled to be done annually as a preventative measure.
- We are investigating a flooding incident in 105 that happened after the jetting last month. Mitigation has been completed at this point and the Board will vote on how to assign the repair costs once we have more information.
- For the upcoming year’s budget, the Board has voted for a 9% dues increase. An 8% increase would keep our funding levels at the current rate, and 14% would result in us being fully-funded. Greatly increased insurance rates, general cost-of-living increases, and an unprecedented in recent years number of pressing long-term and expensive projects coming due (elevator modernization, roof replacement, stucco replacement, stair replacement, and so on) are causing high costs for the association; we have an eye towards avoiding or greatly softening the blow of a special assessment. We will discuss this further at the Annual Meeting.
- The Annual Meeting is scheduled for Wednesday, July 17, 2024.
- Someone is coming out to repair the courtyard lights, and they should be working again soon.
- Jason identified some solar-powered, data-connected security cameras on Amazon. We will be installing one on the post of the first floor walkway or similar in order to monitor the main courtyard entrance as a trial for a way to have increased security without hiring an electrician, etc.
- TKE has ordered a new panel for the elevator. No word on when it will be installed at this time.
- Safety Team has received the signed proposal for their work.
- We have solicited roof replacement bids for three companies.
- We have solicited bids for inspecting the staircase, and will vote whether to proceed with any of them for the inspection once they are received.
Security
- No vehicles reported stolen in May. A firm reminder to never store your remote keys in your car.
- One locker break-in attempt was reported in May. Please don’t store valuables in lockers. Please also secure your locker with a high-quality lock to avoid and deter future break-ins.
- No incidences of package thefts were reported in May. Please pick up your packages as soon as they arrive or, better yet, schedule them to be delivered to a more secure location like your work address or an Amazon locker. Please alert the board if you have, or notice, a stolen package.
Rules
- Rule 3.12 – Rules & Regulations state that Realtor key boxes must be removed within 7-days of the sale or lease of the unit. Otherwise, there should be no other key boxes attached to the fencing anywhere on the property. All non-Realtor key boxes will be immediately removed and disposed of without notice.
- Recycling reminders: Our recycling rules are identical to the City of Seattle’s. Please break down boxes, toss most packing materials into the trash, as most are not recyclable. IF IN DOUBT, THROW IT OUT. All plastic packaging is not recyclable. Paper towels are not recyclable. Caps on bottles are also not recyclable.
ALL RECYCLABLE ITEMS MUST BE CLEANED PRIOR TO PLACEMENT IN THE BINS
- Rule 4.10 – DO NOT leave garage remotes in your vehicle. Non-resident owners, please discuss this continued security issue with tenants.
- Rule 3.17 – It is our individual responsibility to secure the building. Before proceeding away from the building or to your parking space, please wait for the Summit Ave garage gate to close completely. We strongly advise residents to never leave anything in vehicles or lockers that one does not wish to lose.
- Rule 3.5 – Smoke from several units has been leaking into the hallway. This has been creating a persistent odor in the hallway and affecting other residents on the floor. As a reminder of the rule – “No owner or occupant shall make or permit any loud, excessive, or disturbing noises or odors by himself or herself, his or her family, employees, agents, or visitors, nor do or permit anything that will interfere with the rights, comforts, or convenience of any condominium owner or occupant. NO SMOKING IS PERMITTED IN THE COMMON AREAS OR GARAGE.” Violators will be fined and potentially charged to remove the odor in the hallway.
Things to Always Remember
- MODIFICATION OF UNITS: Please review the Rules & Regulations prior to any modification of the unit (Rule 8.1 through 8.10). If one is planning to remodel their unit or make substantial construction noise, it is courteous to contact all surrounding units and restrict work hours to when the units are mostly unoccupied. All work should be done within the unit boundaries. An owner or contractor wishing to use common area space for storage or work space shall submit a request to the Board, which will render a decision.
- PARKING IN GARAGE: The two (2) dentist office parking spaces are not to be used for guest parking. There is no guest parking in the garage, as all spaces are assigned. Unauthorized vehicles may be towed without warning at the vehicle owner’s risk and expense (Rule 4.1). Non-resident owners, please advise tenants of this continued parking issue. The dentist’s office has provided the Board a list of vehicles to tow on sight. NO WARNING!
- WATER SHUT-OFF VALVE: There is a water shut-off valve located in every unit above the water heater. This valve will shut water off to your entire unit without affecting the whole building.
- CONTACTING THE BOARD: Unless there’s an emergency, tenants may not directly contact Board members or Property Concepts. They need to contact the unit’s owner or owner’s representatives with any property concerns.

New Business
- Fire department was previously on site, responding to an alarm call that was set off from a unit on the east wing. They were able to re-enable the elevator after verifying that everything was in order.
- The landscape committee identified a leak in the pipe for irrigation at the backside of the building. We will reach out to PNW Landscaping to perform repairs, likely 5-6 hours of labor.
- Board approves the Landscaping committee to contact and coordinate repairs.
- Will also look into removing drip lines as they have been a target for vandalism.
- Regarding our bank accounts, we are currently considering alternative banks, BECU has been very responsive and easy to work with.
- Previous work was done to repair the courtyard and building lights, and it was working for a while, but has now stopped once more. Jason met with different repair technicians and received a quote of $2160, including 2 days of work to monitor and repair the lights. Instead, Board will re-engage the previous vendor to identify the real issue and get us back up and running.
- Jason has been continually emailing TK Elevator multiple times to get the digital screen working with the floor numbers and outdated circuit board. We have difficulty engaging TKE to address this issue, as they are often unresponsive and stall correspondence.
- Elevator also makes a noise between floors 3-4, due to the guide rails.
- During the elevator modernization project this was not addressed, though that was due to the contact not specifying this was to be corrected.
- Jason to follow up with TKE and attempt to get them aligned. The board will decide how to proceed at the June meeting.

- Regarding security, Board discussed multiple different strategies that could be enacted to help with reducing break in appeal.
- Board has decided to increase security signage and investigate lighting for the garage.
- No point of contact for THS units, causing difficulty when attempting to send notifications or for engagement. Ashley will send an email to introduce Jason with the THS contact.
- Front gate is in poor shape overall, Board will discuss projects such as reinforcement at a later date.
- The Safety Team sent a proposal for the garage pipes. The Board would like to move forward and will discuss this further in the June meeting.
- In deciding what our big-ticket spending will be for 2024, the Board agrees that roof replacement is highest priority, followed by stucco replacement. Will discuss in greater detail with the homeowners in July during the general meeting
- Ashley to reach out to some envelope firms to get estimates on stairwell and for referrals for repairs.

New Business
- Jason Alfred was nominated to the open board position of President. Thank you and welcome, Jason!
- Several months ago, a set of keys was found in the beds adjacent to the fitness room. Nobody has come forward to claim them. Brian will take possession for the time being.
- Window washing scheduling is underway. We will also be getting a bid for pressure assuming.
- The outside lights have once again stopped working, and we will call the electrician out to take a second look (last time they replaced the breaker box).
- We need to get things in shape before the annual fire inspection. This includes installing fire equipment in the garage and having some electrical work done. We’ve been given a list of vendors that TKE works with for these tasks.
- The elevator screen is often broken due to it being sensitive to power fluctuations (when there’s a power outage, a “communication failure” occurs and the floor numbers disappear, a tech is required to reset it). Apparently, the hardware for the screen is already out of date and not updateable automatically. We will be following up with TKE about the elevator screen hardware being out-of-date at installation time and work to find a permanent fix for the screen.
- The Board approves a quote from TPJ for jetting in both buildings.
- The Board also approves a quote for replacing the pipe in the gym that leads to water drips on the ceiling.
- We have put together a list of big-ticket projects that we would like to solicit homeowner opinion on during the Annual Meeting in June. These include fobs for the building, stucco replacement of the building, roof replacement for both buildings, and full stair replacement.
Security
- No vehicles reported stolen in March. A firm reminder to never store your remote keys in your car.
- No locker break-in attempts reported in March. Please don’t store valuables in lockers. Please also secure your locker with a high-quality lock to avoid and deter future break-ins.
- Several incidences of package thefts were reported in March. Please pick up your packages as soon as they arrive or, better yet, schedule them to be delivered to a more secure location like your work address or an Amazon locker. Please alert the board if you have, or notice, a stolen package.

- Rule 3.12 – Rules & Regulations state that Realtor key boxes must be removed within 7-days of the sale or lease of the unit. Otherwise, there should be no other key boxes attached to the fencing anywhere on the property. All non-Realtor key boxes will be immediately removed and disposed of without notice.
- Recycling reminders: Our recycling rules are identical to the City of Seattle’s. Please break down boxes, toss most packing materials into the trash, as most are not recyclable. IF IN DOUBT, THROW IT OUT. All plastic packaging is not recyclable. Paper towels are not recyclable. Caps on bottles are also not recyclable.
ALL RECYCLABLE ITEMS MUST BE CLEANED PRIOR TO PLACEMENT IN THE BINS
- Rule 4.10 – DO NOT leave garage remotes in your vehicle. Non-resident owners, please discuss this continued security issue with tenants.
- Rule 3.17 – It is our individual responsibility to secure the building. Before proceeding away from the building or to your parking space, please wait for the Summit Ave garage gate to close completely. We strongly advise residents to never leave anything in vehicles or lockers that one does not wish to lose.
- Rule 3.5 – Smoke from several units has been leaking into the hallway. This has been creating a persistent odor in the hallway and affecting other residents on the floor. As a reminder of the rule – “No owner or occupant shall make or permit any loud, excessive, or disturbing noises or odors by himself or herself, his or her family, employees, agents, or visitors, nor do or permit anything that will interfere with the rights, comforts, or convenience of any condominium owner or occupant. NO SMOKING IS PERMITTED IN THE COMMON AREAS OR GARAGE.” Violators will be fined and potentially charged to remove the odor in the hallway.
Things to Always Remember
- MODIFICATION OF UNITS: Please review the Rules & Regulations prior to any modification of the unit (Rule 8.1 through 8.10). If one is planning to remodel their unit or make substantial construction noise, it is courteous to contact all surrounding units and restrict work hours to when the units are mostly unoccupied. All work should be done within the unit boundaries. An owner or contractor wishing to use common area space for storage or work space shall submit a request to the Board, which will render a decision.
- PARKING IN GARAGE: The two (2) dentist office parking spaces are not to be used for guest parking. There is no guest parking in the garage, as all spaces are assigned. Unauthorized vehicles may be towed without warning at the vehicle owner’s risk and expense (Rule 4.1). Non-resident owners, please advise tenants of this continued parking issue. The dentist’s office has provided the Board a list of vehicles to tow on sight. NO WARNING!
- WATER SHUT-OFF VALVE: There is a water shut-off valve located in every unit above the water heater. This valve will shut water off to your entire unit without affecting the whole building.
- CONTACTING THE BOARD: Unless there’s an emergency, tenants may not directly contact Board members or Property Concepts. They need to contact the unit’s owner or owner’s representatives with any property concerns.

New Business
- Problems continue to plague the completion of the elevator. At this time, an issue with the pressurization fan has caused the city inspector to not approve the elevator; we are emailing TKE every day for updates on the situation.
- Unfortunately, elevator delays caused the fire alarm testing to have to be rescheduled, as they would not be able to test the alarm system within the elevator, and that would have been cause for a failure. We learned this when the fire inspectors were onsite. We will be rescheduling as soon as possible, so please keep an eye out for this.
- The system for the outdoor lights has been failing, either by never turning on due to timer resets, or simply because they can’t be turned on at all. Last year, a similar issue occurred due to a short; this year, we’re unsure what’s causing the multitude of problems. A commercial electrician has been called out, and hopefully they will be able to fix or further diagnose the issue.
- The landscaping external task force (i.e. Jay) proposes getting the irrigation repair on schedule, and the Board agrees.
- The Board authorizes Jay to reach out to Jeff about getting spring window cleaning on schedule.
- We will be adding a motion-activated light to the bike room as a simple deterrence measure, and are keeping a complete move to a fob system in mind. Likely this will be a topic of discussion at the annual meeting.
- Having a separate key for those who use the bike and exercise room could be a consideration if we had someone on site to disseminate these.
- TKE recommended annual inspections of the pressurization fan. We will be looking into who can do this.
- A roof leak was discovered in several fifth floor units, requiring repair or possibly replacement. The Board believes the roof should be a high-priority item to spend on, as water issues will surely result from this being unattended to. We’ll likely need an engineering firm to come out, and we’ll have them look at installing anchors, etc. for window washers at the same time.
- We have a bid for redoing a section of the outdoor stairwell. We will be sitting on this until the next meeting so we can have a better perspective on prioritizing the stairs vs the roof.
- Umqua closed our CD without any apparent notice. The money has been found and will be returned, but we are still in the process of receiving it. We’re also thinking about new banks and accounts we’d like to move our money into for convenience and improved communication.
- We approve Lisa Lightner’s bid for doing general cleaning and property management, and she will be taking over from Mercury on May 1.

The dentist’s office has provided the Board a list of vehicles to tow on sight. NO WARNING!

New Business
- With the recent security incidents, the Board has reason to suspect that a non-resident has keys to the building. We will be organizing a rekey of the building. Replacing the current system with a fob system is also something we’d consider, but the price tag and commitment is quite high. We are also looking into finding places where it would make sense to remove a lock entirely (i.e. such that they can only be exited from the inside of the property, never entered from the outside).
- We have renewed our insurance, but the cost increase is steep. Before next year’s renewal, we’d like to look into measures we can take to reduce the increase.
- Reminder that we are still looking for someone to fill the role of HOA President. The role doesn’t come with any special responsibilities, so don’t hesitate if you’d like to get involved in the community!
- The elevator will supposedly be complete next week. We will be following up on a few things they need to complete, like fixing the drywall.
- Steadfast came out to inspect the exterior stairwell, but it seems they did not inspect the problem at hand (compromised post). We will have them come out again to look at this.
- Lisa Lightner is interested in providing a bid for cleaning and regular graffiti removal around the property, and we expect to hear a bid shortly.

New Business
- We are aware of new sections of pipe from the fire suppression system that may be leaking in the garage. For the moment, we will be asking Safety Team if a patch solution might be possible for the time being as a full section repair cost 11k last time.
- Irrigation repair will occur during spring.
- The elevator is currently undergoing modernization and we’re very pleased that after our >1 year of planning it is finally underway.
- The Board is aware of an apparent increase in package theft in the past few weeks. We have received some suggestions from owners and are taking them into consideration in what can help combat the theft.
- As recommended in the reserve study, the Board will be soliciting quotes for stucco replacement.
- We will be reaching out to Steadfast, who repaired the stairwell last year, to look at the exterior stairwell especially near the fifth floor.
- We have received a renewed quote for insurance, which includes a fairly hefty price increase, as well as a few recommended changes that we would take on. Ashley will be shopping around for more quotes for the rest of the month.
- Updates regarding water intrusion events throughout the buildings: The 104/204 restoration is now complete. In 305/405, an additional plumbing issue was discovered in 405, which was discovered during restoration, and repair and mitigation is now ongoing.
- The Board is looking into a regular graffiti removal subscription, and have received a quote we like. Barring issues with the terms of the contract, we expect to move forward.
