2012 Annual Homeowner Meeting Minutes

Meeting was called to order at 7:00pm on Wednesday, August 15, 2012.

Introduction and Sign-In:
● Counting the number of persons present and the number of proxies, a total 22 persons were present, such number constitutes a quorum. Proof of notice of meeting was provided to all attendees. The IRS form 70-604 was read aloud by the Treasurer as per federal law.
● The 2011 annual meeting minutes were approved by the membership as written.

Financial Reports:
● The Treasurer presented budget highlights from the previous fiscal year and presented the 2012-2013 annual budget for approval by the membership. Dues were increased by 3.5% over last year due to utility and insurance increases.
● The annual budget was approved by the membership as presented by the Treasurer.
● Significant repairs and upgrades funded by Reserves for the 2011-2012 year include reconstruction of the decks on the x01 and x06 stacks, tree trimming and completion of the Summit Ave and Howell St sidewalk repairs.

Old Business:
● The Board would like to remind all homeowners to replace all original water heaters, water supply valves and toilets. As a general rule if your water heater says Bradford-White on the side, it’s likely the original equipment. If the water valves and supply lines to your sinks, toilet(s), dishwasher and clothes washer are gray plastic, they are most likely original too. The Board strongly urges residents to pay close attention to toilets, as many of these units are at the end of their useful life. Several instances of spontaneous tank cracks over the years have been reported. If your toilet says “CRANE” anywhere on it, it’s also likely original equipment. Aged equipment may fail without warning causing significant water damage to your unit and to the units around and below your unit.
● The elevator maintenance and repair contract has not come up for renewal as of yet. When it does, the Board will review the contract and consider other vendors before assigning a new contract. At this time, the maintenance person has been replaced and the elevator is working properly once again.

New Business:
● Nomination and election of Board members. Two positions were open due to term expiration. The membership placed two (2) names for nomination and re-elected Jay Heath and Brien Sherman to the Board.
● A water damaged suspended ceiling tile will be replaced in the exercise/bike storage room once repairs have been complete to the x04 stack of units.
● The shingled roof on the east building will be replaced later this summer.
● Our most recent Reserve Study is scheduled to be completed around the end of August or early September for the 2012-2013 fiscal year. We anticipate the study to increase our very good standing above 82% funding of our total reserve needs. This is still well above average for
comparable associations.
● A member brought up their concern about the repair of water damage to the x04 stack. Repairs will soon be completed to all affected units.
● Another member voiced his concern about the increase of the move-in/move-out fee. This increase from $250 to $325 took effect on July 1, 2012. This fee is to cover the Associations costs when residents move in and move out of the building. There has been an increase of abandoned furniture, which the Association has to haul away. We’ve also noticed an increase in garbage when residents move out of the building.

Old Business

The repair work on the x01 and x06 decks has been completed.

Replacement of the shingle roof on the east building is looking to be scheduled for the end of August into September. It all depends upon the weather. We’ll post more information in the lobby as the project moves forward.

New Business

Fire Safety Systems submitted an estimate to replace the standpipe along the outside west stairwell which has failed pressure tests and is not repairable. The price quote on the estimate is at little over $3K, including tax. The standpipe will be replaced soon.

A new 2012 Reserve Study with onsite inspection is in the works for the Association. It should be completed around the end of August. We’ll post the findings on the website once it’s received.

A leak was discovered in 106. It was repaired at Association expense, as the cracked pipe was in the wall. Thankfully, it was a small leak that was caught early.

The mysterious leak that had been occurring sporadically in the x04 stack has been found and repaired. Repairs to homeowners with water damage from the leak will be paid through the responsible homeowners insurance. No association funds will be needed to pay for the repairs.

Old Business
● We have no updates on adding to or replacing the anti-loitering deterrents on the alley walls. We are still looking into alternatives. As always if you see people loitering on our property or in the alley, please contact the Seattle Police Department. Their non-emergency number is 206-625-5011. If there is an emergency, please dial 911 for immediate assistance.
● As a reminder: To help maintain security to the building, please wait for the garage door/gate to close completely before proceeding to your destination, whether that be your parking space or your outing. Waiting for the gate to close will help prevent people from slipping into the garage to steal our cars and our possessions. It’s everyone’s (homeowners, renters & guests) responsibility to keep our building secure. It takes less than one (1) minute for the gate to close securely.
● The repair work on the x01 and x06 decks is nearly complete. The work shall be completed and scaffolding removed by the end of June.
● The Board approved an increase to the move-in/move-out fee, which will raise from $250 to $325. This increase will take effect on Sunday, July 1, 2012.
● Replacement of the shingle roof on the east building is looking to be scheduled for July or August. It all depends upon the weather. We’ll post more information in the lobby as the project moves forward.
● As warm weather approaches remember that neighbors can hear noise coming from your unit. Please be aware of all audio levels, remember to shut off any wake up alarms, and put a citronella collar on your dog(s) as a deterrent to control barking. Your neighbors will appreciate your consideration.

New Business
● Please mark your calendars. The annual Homeowners meeting has been scheduled for 7pm on Wednesday, August 15, 2012. Notices and proxies will be mailed to all homeowners. As usual, the meeting will be held in the exercise/bike storage room. Please bring a chair for this event so that you may be comfortable.
● In the past few and up coming months, we had or will have five new homeowners in the building.
Welcome to the building everyone!
● The fire alarm last month was an act of vandalism. The person(s) pulled an alarm pull box and broke it, which is why it took so long to clear the alarm. The Association was cited by the fire department since the fire system was damaged. The damaged pull box was replaced later that same morning and the citation was cleared. If you have any information on who set off the alarm, please notify Property Concepts.
● There will not be a July 2012 meeting of the Board.

Old Business

The anti-loitering deterrents on the alley walls have not worked as planned. We’re looking into alternatives. As always if you see people loitering on our property or in the alley, please contact the police. The Seattle Police non-emergency number is 206-625-5011. If there is a true emergency, please dial 911.

CONTINUED WARNING: Unauthorized vehicles will be towed without warning from the dentist office parking spaces in the Summit Avenue garage. These spaces are for their use only and not for our guest parking.

The annual spring window and dryer vent cleaning was completed in late April. Next window and dryer vent cleaning will be scheduled in autumn.

The scaffolding has been installed and repair work on the x01 and x06 decks will begin shortly.

Replacement of the shingle roof on the east building is also planned. We will post more information when we have a start date.

Once both summer projects have been completed, we’ll schedule the courtyard to be pressure washed.

ATTENTION ALL HOMEOWNERS: Please familiarize yourself as to where the water shutoff valves are located in your home. There are secondary shutoff valves to all sinks, toilets and behind your washer/dryer. There’s also a shutoff valve for your cold water supply to your water heater located on a pipe on top of your tank. Your unit most likely has a main water shutoff valve, which will turn off water to your whole unit. This valve is usually located in the closet where your water heater is located and is usually sticking out of the wall above the water tank.

If your unit is tenant-occupied, it would be prudent to inform them as to where these water shutoff valves are located.

Per the Third Amendment to the Declaration, if there’s a leak from an owner’s fixture or appliance, the costs associated with the water damage repairs are assigned to the unit owner, that is up to the insurance deductible of $10,000. All the more reason to confirm where the shutoff valves are located in your home. If you are unsure as to where these valves are located, please contact the Board and we would be happy to come into your home and show you where the valves are located.Please make sure your homeowners insurance is updated with minimum coverage of $10,000 for Liability. Please refer to the amendment and contact your insurance agent.

New Business

The Board has approved the 2012-2013 budget, which includes a dues increase of 3.5%. Letters and payment books will be mailed to all homeowners.

The Board has also approved an increase to the move-in/move-out fee, which will raise from $250 to $325. This increase will take effect on Sunday, July 1, 2012.

Locks have been broken and items have been reported stolen from storage lockers in both garages. Please be sure to not store valuables in your storage unit.

Old Business
● The anti-loitering deterrents for the trash room and Seattle Public Utilities vault concrete walls have been installed. If you see people loitering on our property or in the alley, please contact the police. The Seattle Police non-emergency number is 206-625-5011 or 911 if there is an

● The process to replace two damaged panels in the elevator is slow, as the panels are custom made to our elevators specifications. Installation will hopefully happen soon.
● The Board has transferred our Insurance Reserve account from Bank of America to Watermark Credit Union. We now have fewer accounts to keep track of each month.
● WARNING: Unauthorized vehicles will be towed from the dentist office spaces in the Summit Avenue garage without warning. These spaces are for their use only and not for guest parking.
● The mysterious, highly intermittent, water leak in one of the units still hasn’t been resolved. The unit owner will continue to work with their fellow stack-mates to figure out where the leak is originating.

New Business
● The treasurer is creating a preliminary 2012-2013 budget. The Board will discuss and vote on this budget at next month’s board meeting. We are looking at a small increase (3% to 5%) this year.
● We’ll be scheduling our annual April window and dryer vent cleaning April 25th and 26th. We will mail notices to all homeowners as well as post these notices around the building.
● It’s pressure washing cleaning time again. We’ll be scheduling a couple of days in the not too distant future to pressure wash the courtyard concrete floor and walkways. Notices will be post once dates have been scheduled.
● We’ve started scheduling on two construction projects for this summer. The first project is to repair the decks in the x01 and x06 stacks. The second project is to replace the shingle roof on the east building.

● The Board has signed papers and will close our Insurance Reserve account with Bank of America. The deposits will be moved to other accounts and tracked separately as required by law.

New Business
● We’ve renewed our master property insurance and earthquake insurance policies.
● We are expecting an insurance claim for flood damage to one of the units, as the cost for repair has exceeded the unit owners policy. As a reminder, the Associations insurance is secondary to the homeowners in relation to the Third Amendment to the Declaration adopted in September 2009. All homeowners should check their policies to insure they have a minimum of $10,000 in liability coverage. If there are questions, show the 3rd Amendment to your insurance company. The amendment is available on our website.
● At least one storage locker was broken into with the theft of a bicycle. As a reminder, please don’t store valuables in your locker. In addition, please be sure to confine your belongings to the interior of your storage locker.
● A mysterious, highly intermittent, water leak in one of the units has been reported to the Board. The unit owner will be working with their fellow stack-mates to figure out where the leak is originating.

Two home owners attended the meeting. The first homeowner wanted to discuss a recent noise disturbance notice. The second homeowner wanted to discuss insurance questions about liability coverage regarding water damage.

Of course, please call 911 for any emergency. You may also contact the Redwood to vent your complaints. Their number is 206-329-1952. One can also contact the East Precinct Community Policing Team at 206-684-4370.

Old Business
● The Board has asked for estimates to install anti-loitering devices on the trash room concrete wall and the concrete wall surrounding the SPU vent. These devices should prevent people from loitering on our property. We are looking to have these installed sometime this spring 2012. If you see people loitering in the alley, please contact the police.
● REMINDER: Please wait for the Summit Avenue garage gate to close before driving or walking away from the building or to your parking space. The building is only as secure as we make it.
● The Summit Avenue pedestrian door has been replaced and will be painted once weather warms up.
● REMINDER: No smoking permitted in all common areas.
● We are in the process of closing and moving one of the Associations accounts. At this time, we are waiting on the bank to collect the proper paperwork so that we can close the account.]

New Business
● Our mid-year financials are looking good and are as predicted.
● REMINDER: Please inspect all your water supply faucets and flexible lines. Recently, a fellow homeowner found out that one of the flexible lines had failed. Please replace all gray plastic shutoff valves with metal ones. In addition, we recommend that you replace all white plastic supply lines. Don’t forget about the clothes washer, dish washer and hot water heater hook-ups.
● The Board is looking into the cost to replace a few of the lower elevator panels, as they were damaged as a resident moved out of the building.
● WARNING: Unauthorized vehicles will be towed from the dentist office spaces in the Summit Avenue garage without warning. These spaces are for their use and not for guest parking.

● The Board continues to investigate installing anti-loitering devices on the alley concrete walls. These devices would prevent people from loitering on our property. We are looking to have these installed sometime this spring 2012. If you see people loitering in the alley, please contact the police.
● REMINDER: Please wait for the Summit Avenue garage gate to close before driving or walking away from the building or to your parking space. The building is only as secure as we all make it. Your car could be the next one broken into and ransacked.
● The Summit Avenue pedestrian door, which is next to the Summit Avenue garage gate, will be out of commission for a few hours this winter. Notices will be posted as the door replacement project approaches a start date.
● REMINDER: No smoking permitted in all common areas. This includes both garages. Signs have been posted on the bridge breezeways that connect the two buildings.
● The Board will be moving and closing one of our Association accounts, as the current bank will soon be charging fees if we don’t keep a minimum balance in the account. We are planning to close the account before the end of November 2011.
● Repairs to one of the 5th floor patios in the east building has been completed.

New Business
● We have renewed our contract with Oriental Landscape Maintenance for another year.
● We have also renewed our contract with Northwest Security Services for another year.
● A homeowner reported spotting insects in his unit. The Association can only treat common areas. Unit bug problems must be handled by each unit owner.
● The Board has learned that our former building maintenance person has returned to Washington. We plan to rehire him for the same job duties as before.

Old Business
● The window and vent cleaning is scheduled for Thursday and Friday October 13th & 14th.
● REMINDER: Please wait for the garage gates (Summit Ave & alley) to close before driving or walking away from the building or to your parking space. The building is only as secure as we all make it. Your car could be the next one broken into and ransacked.
● The Summit Ave pedestrian door, which is next to the garage gate, will be out of commission later this year. Notices will be posted as the door replacement project approaches a start date.
● REMINDER: no smoking is permitted in all common areas, which includes the garage. Signs have been installed on the bridge breezeways that connect the two buildings.
● Tree trimming has been completed by Davey Tree Experts.
● The Board is continuing the searching for a new maintenance assistant.
● The major deck repair to one of the 5th floor patios will be completed shortly.
● The Board is keeping an eye out for replacement door numbers that match what we already have as requested by a few homeowners at the annual meeting in August.

New Business
● The Board is considering installing anti-loitering devices on the alley concrete walls. These devices would prevent people from loitering on our property. We are looking to have these installed sometime this spring. If you see people loitering in the alley, please contact the police.
● At the request of our insurance agent, a new sign has been installed in the exercise room. It states: “Use at your own risk.”
● The Board will be moving and closing one of our Association accounts, as the current bank will soon be charging fees if we don’t keep a minimum balance in the account. This will also eliminate one of the financial institutions from our books.

Meeting adjourned: 7:00pm.
Next meeting is tentatively scheduled for Monday, November 14, 2011 at 6:30pm in Unit E108. The Board will not be meeting in December. The meeting in January 2012 is scheduled for Monday, January 9, 2012.

No homeowners were present at the meeting this month.

Meeting was called to order at 6:33pm. The August 2011 minutes were approved as written.

Old Business
● We had a good attendance at the annual homeowners meeting in early August.

● A date for tree trimming has not been set as of yet, but it’ll be scheduled for this autumn.

New Business
● The Board has revised the Rules & Regulations to include three changes along with some format adjustments. The three new rules are roofs are off limits (3.4), dumpsters (3.10.3) and outdoor cooking appliances (5.8). A copy of the revised Rules & Regulations will be mailed to all homeowners. It is the responsibility of the homeowner to hand a copy of the rules to their renters. The Rules & Regulations document is always on our wevbsite.
● Our building maintenance assistant has moved out-of-state. The Board is now in the process of searching for a replacement person.
● We are planning to have the windows and dryer vents cleaned in October.
● The Board will be purchasing a ladder large enough to reach tall light fixtures and for other maintenance purposes.
● Fire exit evacuation route signs will be installed in the east building soon. This is an insurance requirement.
● The Board is still researching replacement door numbers as requested by a few homeowners at the annual meeting last month.
● Replacement LED lamps are now available. However, they are a little too expensive at this time for the Association to replace all the bulbs in the ceiling cans and other light fixtures. Maybe in a couple of years we can switch out the fluorescent bulbs for the LEDs.
● Last month, we discovered some extensive water damage to one of the 5TH floor patios. Our contractor is in the process of replacing the walls and decking. This project should be completed within the next couple of weeks.
● A homeowner inquired about having their living room window replaced, as the operable window pane is behind the faux Juliet railing. These windows may be replaced at the homeowners expense, without damaging the stucco skin and with Board authorization. The windows would need to be similar in design as to those currently in the building.
