Old Business

  • Unless there’s an emergency, tenants may not directly contact Board members or Property Concepts. They need to contact the unit’s owner or owner’s representatives with any property concerns.
  • Replacing the timer for the garage exhaust fan will be included in next year’s budget.
  • Here’s notice that the Board will be enforcing the Rules & Regulations. Warning notices will be sent to unit owners with fines following if the violation has not been resolved.

New Business

  • We are in the process of contacting owners of abandoned bikes who have moved out of Ambassador II.
  • Last week, Fire Safety Pros came by to do fire alarm testing. There was some confusion about the date and time; in the future, we will take several actions to ensure everyone is well aware. We are amending the notice to remove duplicate dates to avoid disseminating notices with two different dates, make an effort to send them out two to three weeks ahead of time, and send them to residents as well as owners. 
    • The wire for x04 stack’s fire alarm was cut during the last resurface. 
    • Fire Safety Pros will need to come out and re-test certain units. We will send a notice out to residents once this is scheduled. 
  • The stairwell on the north side of the East building has two wobbly steps. The Board has agreed to have Steadfast come out to replace the stair stringers and repair the steps.
  • We will reach out to get a bid for spring window cleaning.
  • Three realtor lock boxes have been abandoned on the front gate even though the units have been sold. We will cut them.
  • The Board will renew the contract with our landscaping company for another year. We are also looking into removing the dying maple tree in front of the dentist’s office. 
    • Furthermore, we will look into transforming the bed behind the gym into something more attractive.

Committee Reports

  • The Board will allocate some effort to moving our website and mail domain off our current hosting solution.
  • We are investigating the possibility of installing a package locker for package deliveries. The quote we received would be 11k for the installation fee; however, this is not something we have allotted for our 2021-2022 budget.
  • A homeowner has set up a forum for homeowners: https://www.facebook.com/groups/ambassador2seattle/
  • Google Fiber has offered free service to our property. After inspection, it was determined that our building was ineligible without performing some upgrades. We will investigate this in the future.
  • Fitness Room room equipment procurement remains on hold.

Security

  • No vehicles were reported stolen in November. A firm reminder to never store your remote keys in your car.
  • No locker break-ins reported in November. Please don’t store valuables in lockers.
  • Several package thefts were reported in November. Please pick up your packages as soon as they arrive or, better yet, schedule them to be delivered to a more secure location like your work address or an Amazon locker.

  • Rule 3.12 – Rules & Regulations state that Realtor key boxes must be removed within 7-days of the sale or lease of the unit. Otherwise, there should be no other key boxes attached to the fencing anywhere on the property. All non-Realtor key boxes will be immediately removed and disposed of without notice.
  • Recycling reminders: Our recycling rules are identical to the City of Seattle’s. Please break down boxes, toss most packing materials into the trash, as most are not recyclable. IF IN DOUBT, THROW IT OUT. All plastic packaging is not recyclable. Paper towels are not recyclable. Caps on bottles are also not recyclable.

ALL RECYCLABLE ITEMS MUST BE CLEANED PRIOR TO PLACEMENT IN THE BINS

  • Rule 4.10 – DO NOT leave garage remotes in your vehicle. Non-resident owners, please discuss this continued security issue with tenants.
  • Rule 3.17 – It is our individual responsibility to secure the building. Before proceeding away from the building or to your parking space, please wait for the Summit Ave garage gate to close completely. We strongly advise residents to never leave anything in vehicles or lockers that one does not wish to lose.
  • Rule 3.5 – Smoke from several units has been leaking into the hallway. This has been creating a persistent odor in the hallway and affecting other residents on the floor. As a reminder of the rule – “No owner or occupant shall make or permit any loud, excessive, or disturbing noises or odors by himself or herself, his or her family, employees, agents, or visitors, nor do or permit anything that will interfere with the rights, comforts, or convenience of any condominium owner or occupant. NO SMOKING IS PERMITTED IN THE COMMON AREAS OR GARAGE.” Violators will be fined and potentially charged to remove the odor in the hallway.

Things to Always Remember

  • MODIFICATION OF UNITS: Please review the Rules & Regulations prior to any modification of the unit (Rule 8.1 through 8.10). If one is planning to remodel their unit or make substantial construction noise, it is courteous to contact all surrounding units and restrict work hours to when the units are mostly unoccupied. All work should be done within the unit boundaries. An owner or contractor wishing to use common area space for storage or work space shall submit a request to the Board, which will render a decision.
  • PARKING IN GARAGE: The two (2) dentist office parking spaces are not to be used for guest parking. There is no guest parking in the garage, as all spaces are assigned. Unauthorized vehicles may be towed without warning at the vehicle owner’s risk and expense (Rule 4.1). Non-resident owners, please advise tenants of this continued parking issue. The dentist office has provided the Board a list of vehicles to tow on sight. NO WARNING!
  • WATER SHUT-OFF VALVE: There is a water shut-off valve located in every unit above the water heater. This valve will shut water off to your entire unit without affecting the whole building.

  • We are looking to have the annual fire alarm testing scheduled for February. As soon as this is on the books, we will mail out a notice to all homeowners.
  • The Board has unanimously voted to update the Wa Fed withdrawal criteria to reduce the number of signatures needed from two to one.
  • Property Concepts will arrange for hauling of some of the large items left in the trash room and outside the Summit Ave gate.
  • We will be reaching out to Bulger to discuss potential solutions for security for areas not to be used by residents.
    • Someone is taking packages from this building and neighboring buildings and leaving the packaging. We are also considering installing an Amazon package locker in order to deter the person from coming to Ambassador II completely.
  • Our Amazon reimbursement for the callbox was sent to Mesa, AZ. but we have had it reissued and are expecting it soon.

Committee Reports

New Business

  • Re-keying has been completed by Bulger. 
  • After some investigation into the courtyard lights, the Board has discovered that it would require extensive work to fully repair. These lights seem to have been off for a long time, so we have decided to deprioritize fixing these. However, we will attempt to repair the lights under the first-floor walkway, as those provide significant visibility.
  • Our contract with Global has been terminated. We continue the search for new companies or new security solutions. Ambassador I does  not have a security firm, but our two buildings have differences to consider.
  • The Board has unanimously agreed to give our cleaner, Annette, a holiday bonus of $200.
  • We have replaced outdated names on the towing contact list with new contacts from the Board.
  • Status updates on units:
    • 402, 501: We believe that all mitigation and repairwork for these units is done, but we need to verify this with the vendors before stamping this complete.
    • 301/201: A pipe in the wall in 301 was leaking. Mitigation has occurred and a plumber has repaired the leak, but we are still waiting on the full report from Maintco. Restoration is pending.
    • 208: Maintco has been called to look into a possible water leak in the dryer vent. They are scheduled to return with the full equipment necessary to assess the situation.
    • A formal warning has been sent to the owner of unit 212 addressing the noise complaint.
    • 112: A board member will work with the owner of unit 112 regarding the storage locker. 
    • 102/103: We have received the final bill. We will need reserve funds to pay for repairs for this project. 
    • 108: The Board has re-ratified the decision to pursue legal action against 108 for their delinquency on HOA dues.
  • Ashley has been asked to look into some projects from the reserve study that we may want to begin scheduling.

New Business

  • Bulger is re-keying the paint room, elevator service room, and replacing a door handle around the property.
  • A vehicle was broken into in one of the garages, leading to a stolen garage remote. Please do not leave remotes in cars for this reason. We have changed the code and a notice was mailed out about the new garage code. Future incidents will result in a fine.
  • Our reimbursement from Amazon for the call box repairs is pending review from Amazon; we have sent them all the relevant documentation.
  • We continue the investigation into how much cross-country calling would be for the landline servicing the call box. This is to enable registering non-local area codes for the call box. If we could pay a monthly surcharge to have cross-country calls, rather than a metered fee, we would be happy to move ahead.
  • Due to the poor level of service provided by our security company relative to how expensive it is, our current security firm is being let go. The Board will follow up in this regard.
  • Some of the lightbulbs on the breezeway went out, which Brian replaced. Notably, one of the lights has a broken enclosure, possibly causing the light to stay out. We will attempt inspection and repair, and engage an electrician if necessary.
    • Some of the lights on the south stairway appear to be dimming. The Board will try to prepare some replacement lights before they die. 
  • Two outstanding accounts remain delinquent vis-a-vis HOA dues. One is being resolved through a wage garnishment; the other has not responded to any demand letters. We would like to proceed with a lawsuit to put a lien on the property in order to protect HOA interests. 
    • After a quote for the suit, the Board has unanimously agreed to proceed. 
  • We will be attempting to contact owners of abandoned bikes in the bike storage (i.e. bikes whose owners have left Ambassador II).

  • The mirror in the lobby was bent when a delivery driver careened into it with a package. We are holding off on procuring a new set of mirrors in case we install a package locker.
  • Our callbox is back up and working now. Please contact Ashley Goodman to be added if you haven’t already. The programming of new numbers will be batched and done weekly.
    • The reason for unsupported non-206 numbers is because the landline connected to it does not support non-local calling. We are investigating the cost to allow calling (US) non-206 numbers.
    • Amazon Key for Business is installed and should be operating.
    • We will forward repair costs to Amazon shortly.
  • Our elevator maintenance company, TK Elevators, reported opened and discarded packaging (from packages stolen from our building and neighboring buildings) left in the elevator maintenance room. It’s unknown how this actor was able to gain access to the elevator room, but we plan to replace the locks to rooms where the elevator maintenance room key is stored.
  • We are paying 2-4 times more to Global Security what we used to pay Allied Universal. Were the security provided very effective, we would consider the safety of residents priceless; unfortunately, as of late, Global Security seems to have zero presence on our property and fail to provide incident reports (even for obvious things like graffiti). We are considering a potential new contract with Allied Universal and terminating our current contract, keeping in mind what level of service we need.
  • The towing company for our parking garage, Lincoln Towing, has only one authorized contact for towing who is still with us (Guy Roberts, the dentist). We will add some more board contacts.
  • It would be nice to have a list of all the outdoor lightbulbs and suppliers for them so we are prepared in case any lights burn out. One homeowner, Laurie, has agreed to help with this.
  • We are getting painting quotes for painting to finish up the restoration in W501 following water damage earlier this year.
  • We have signed Armata Construction for restoration in 112/113.
  • We have taken action to recover HOA dues from delinquent accounts.

  • The Board will allocate some effort to moving our website and mail domain off our current hosting solution.
  • We are investigating the possibility of installing a package locker for package deliveries, including looking at different styles. The quote we received would be 11k for the installation fee; however, this is not something we have allotted for our 2021-2022 budget.

  • Residents may have noticed that the gate call box has not been functioning for the past four weeks. This is a result of a botched Amazon Key for Business installation, performed by their technician. Our vendor for the box, Electro-Vox, came to replace the board to find that the replacement circuit board was faulty. They are rushing a new circuit board and should come by to install it shortly. We will forward the cost of the repair to Amazon for reimbursement and ask Electro-Vox to install the new Amazon Key for Business module to avoid any further issues.
    • We are looking into making it possible for non-206 area codes to be added to the call box. 
    • Please continue to update us with your phone numbers for programming the call box.
  • There has been trash regularly appearing outside the Howell St entrance. We have not been getting any reports from the security company about these. As a result, we will ask the security company for additional measures to ensure high standards.
  • Further water damage was reported in units W102 and W103 due to a drainline leak in between the units. We will have Armata Construction come for a restoration bid and the cost will be footed by the Board.
    • We have seen a lot of water damage recently. The Board is looking into proactive measures to assess and mitigate further damage.
  • We’ve heard several complaints concerning the noise generated by the people outside Clay Apartments, particularly loud music and at night. Our first step is initiating contact with the apartment manager or other building administration at Clay.

New Business

  • The Annual Meeting occurred on July 15. Minutes will be available on the website shortly.
  • Brian Heuston was elected to the position of Treasurer for an additional 3-year term. Jonathan Budiardjo was elected Vice President for the rest of the current 2-year term (vacated by Kenny Long). Amy Zhu was elected for the remainder of Shawn Ross’s term as secretary. Congratulations to the successful candidates.
  • The reserve study has been completed, and should be available on the website. A reminder that reserve studies are completed with an eye to the worst-case scenario, and that it is extremely uncommon for associations to be 100% funded.
  • Seattle City Light was on premises Monday morning to read the general building metre.
  • We are searching for a new handyworker to do light jobs and painting around the building.
    • We have also discussed getting a quote for replacing the ceiling tiles in the gym.
  • The pressure washing was completed and the courtyard looks wonderful. Some parts of the exterior remain to be washed; however, we will likely delay this work until next year when we solicit new bids, due to the onset of the rainy season. 
  • Fletcher Morgan is leaving his position with Property Concepts. He will be here until the end of the month, and then we will have a new property manager (either temporary or permanent) on September 1.

Committee Reports

  • Amazon Key for Business has reached out and will be making some upgrades to the call box. Drivers will be authenticated to enter the building when they have a package for our building. (Drivers aren’t able to enter arbitrarily.) This means that residents should not be buzzing in Amazon delivery drivers after the installation is completed. We hope this improves the overall peace of mind and removes the uncertainty of buzzing in unknown delivery drivers.

New Business

  • The Annual Meeting is scheduled for July 15. Notice has been sent out to all homeowners with the budget.
    • Our Association Manager has indicated that he will be in attendance.
    • We will make the meeting remotely available via Zoom.
  • The Vice-President, Kenny Long, will be stepping down as of August. A new Vice-President will be elected at the Annual Meeting. This will be for a 2-year term.
  • The Board Secretary will also be elected at the Annual Meeting. This will be for a 1-year term.
  • Electric vehicle charging stations will be discussed in the Annual Meeting. The Board is interested in collecting homeowner sentiment on whether this would be strongly desirable and what a proposal would look like.
  • Other ideas for what projects to look into in the future (a “wishlist discussion”) will be solicited at the Annual Meeting.
  • The ordering of coupon books is delayed until the new budget is approved by the association at the general meeting.
    • For those who have payment automatically withdrawn, we will clarify how the increase will be applied by the Annual Meeting.
  • The reserve has decreased in the past year due to unexpected repairs. We are still quite healthy. The reserve study should be completed before next month’s meeting.
  • The Board has conditionally approved a bid from a pressure washer. We hope to have him come out as soon as possible, provided he finishes the ongoing stairwell paint job first in a timely manner. If he cannot complete the work by early August, we will contact another bidder who will come to do the pressure washing.
  • We are also looking to schedule our landscaper to sweep out the garage. They have already finished removing the dead tree and putting new bark down in front of the building.
  • One of the vents into unit 508 has had birds inside it. Bird Busters was contacted and they will come clean it out this week. The Board will cover the cost of Bird Busters. This appears to be the first incident of a nest being built in a vent that we are aware of.
  • In the interest of transparency, our treasurer and the accounting at Property Concepts will assemble a report on the unbudgeted dollars spent in the last year. We have used a quantity of reserve money related to repair of various units and repairs around the building.
  • We briefly discussed the possibility of jointly installing a package locker in tandem with running ethernet ports into every unit, as the package locker requires either an ethernet connection or its own wifi source ($2k). This would be a fairly major project, tied to activities such as fire sprinkler replacement.
  • On Saturday evening, the outdoor lights, which are supposed to be routinely activated before sunset, were on for an hour and shut off. After investigation, Jay determined that the failure was due to the pins on the control slipping and tightened them manually. We will continue to monitor this issue to see if the failure occurs again.
  • Ambassador I is interested in having the fence along the alley replaced due to potentially rotting wood posts in the ground. We have asked them for a more detailed estimate of the commitment they would like from us.

  • We are investigating the possibility of installing a package locker for package deliveries, including looking at different styles. The quote we received would be 11k for the installation fee; however, this is not something we have allotted for our 2021-2022 budget. We will discuss this at the general meeting to get a sense of homeowner sentiment. 
  • A homeowner has suggested the creation of a forum, such as a Facebook group, for communication among homeowners. The homeowner has set this up – https://www.facebook.com/groups/ambassador2seattle/
  • Google Fiber has offered free service to our property. After inspection, it was determined that our building was ineligible without performing some upgrades. We will investigate this in the future.
  • Fitness Room room equipment procurement remains on hold.

Security

  • We had one vehicle stolen. However, we have received reports of several unsuccessful attempts.
  • No locker break-ins reported in June. Please don’t store valuables in lockers.
  • No package thefts reported in June. Please pick-up your packages as soon as they arrive or, better yet, schedule them to be delivered to a more secure location like your work address or an Amazon locker.

  • Rule 3.12 – Rules & Regulations state that Realtor key boxes must be removed within 7-days of the sale or lease of the unit. Otherwise, there should be no other key boxes attached to the fencing anywhere on the property. All non-Realtor key boxes will be immediately removed and disposed of without notice.
  • Recycling reminders: Our recycling rules are identical to the City of Seattle’s. Please break down boxes, toss most packing materials into the trash, as most are not recyclable. IF IN DOUBT, THROW IT OUT. All plastic packaging is not recyclable. Paper towels are not recyclable. Caps on bottles are also not recyclable.

ALL RECYCLABLE ITEMS MUST BE CLEANED PRIOR TO PLACEMENT IN THE BINS

  • Rule 4.10 – DO NOT leave garage remotes in your vehicle. Non-resident owners, please discuss this continued security issue with tenants.
  • Rule 3.17 – It is our individual responsibility to secure the building. Before proceeding away from the building or to your parking space, please wait for the Summit Ave garage gate to close completely. We strongly advise residents to never leave anything in vehicles or lockers that one does not wish to lose.

Things to Always Remember

  • MODIFICATION OF UNITS: Please review the Rules & Regulations prior to any modification of the unit (Rule 8.1 through 8.10). If one is planning to remodel their unit or make substantial construction noise, it is courteous to contact all surrounding units and restrict work hours to when the units are mostly unoccupied. All work should be done within the unit boundaries. An owner or contractor wishing to use common area space for storage or work space shall submit a request to the Board, which will render a decision.
  • PARKING IN GARAGE: The four (4) dentist office parking spaces are not to be used for guest parking. There is no guest parking in the garage, as all spaces are assigned. Unauthorized vehicles may be towed without warning at the vehicle owner’s risk and expense (Rule 4.1). Non-resident owners, please advise tenants of this continued parking issue. The dentist office has provided the Board a list of vehicles to tow on sight. NO WARNING!
  • WATER SHUT-OFF VALVE: There is a water shut-off valve located in every unit above the water heater. This valve will shut water off to your entire unit without affecting the whole building.

Old Business

  • Unless there’s an emergency, tenants may not directly contact Board members or Property Concepts. They need to contact the unit’s owner or owner’s representatives with any property concerns.
  • Spitting on the walls is not permitted. Please stop. If caught, fines will be assigned to unit owners.
  • Our new landscaping contractor is doing a great job. We’re still working on getting a bid to repair or replace our irrigation system later this year.
  • Resurfacing of the west building walkways and bridges may occur this year.
  • Replacing the timer for the garage exhaust fan will be included in next year’s budget.

New Business

  • The Annual Meeting is tentatively scheduled for July 14, and will be held in the courtyard like last year. A notice about the meeting, as well as the proposed budget including notice of HOA dues increase, should be mailed out shortly. 
    • Our Association Manager has indicated that he will be in attendance.
    • We will consider making the meeting remotely available to view via Zoom.
  • The Vice-President, Kenny Long, will be stepping down as of August. A new Vice-President will be elected at the Annual Meeting.
  • The Board Secretary will also be elected at the Annual Meeting.
  • Electric vehicle charging stations will be discussed in the Annual Meeting. The Board is interested in collecting homeowner sentiment on whether this would be strongly desirable and what a proposal would look like.
  • Here’s notice that the Board will be enforcing the Rules & Regulations. Warning notices will be sent to unit owners with fines following if the violation has not been resolved.
  • Please do not leave junk mail on the ledge in front of the mailboxes. 
  • The Board approves deck refinishing in unit 508, which will be supervised and paid for by the unit owner.
  • We have been affected by the widespread and ongoing labour shortage, which is hindering efforts to have work done around the building.
    • Gutter replacement, etc. and other repairs are temporarily blocked.
    • The Board has conditionally approved a bid from a pressure washer. We hope to have him come out as soon as possible, provided he finishes the ongoing stairwell paint job first in a timely manner.
  • Window washing and dryer vent cleaning was completed on June 3 and 4. 
  • Following up on water issues from last month’s meeting:
    • Steadfast will be contacted to repair the drywall hole in unit 501 left after the water intrusion repair.
    • Flynn has sent us a report with recommendations.
    • Steadfast has completed mold remediation in 402 and deemed it sufficiently dried, cleared of mold, and ready to be reconstructed. Any further mold remediation work desired (financed by the Board) would have to be approved by the Board.
  • We are beginning to investigate delinquent units, particularly those over 90 days delinquent, vis-a-vis HOA dues. We estimate that the missing fees would account for about $17k. Brian will ask Property Concepts accounting for full information regarding these accounts. If needed, we may move towards more serious collections actions, such as placing liens on property.
  • Our new security contract appears to be effective. There are reports that security personnel have already stopped at least one break-in. Though expensive, we consider the value of personal safety and security far beyond any monetary amount.
  • The Board has approved the proposed budget for 2021-2022.
    • Ordering of coupon books will occur right away; we hope to be able to have homeowners receive them before the first payment is due.
    • In the interest of transparency, our treasurer and the accounting at Property Concepts will assemble a report on the unbudgeted dollars spent in the last year. We have used a quantity of reserve money related to repair of various units and repairs around the building.

  • A homeowner, Amy Zhu, has volunteered to take over the secretary position in a temporary capacity after the departure of Shaun Ross last month. A new Board secretary will be elected at the Annual Meeting.
  • Electric vehicle charging stations will be discussed in the Annual Meeting. The Board is interested in collecting homeowner sentiment on whether this would be strongly desirable and what a proposal would look like.
  • Here’s notice that the Board will be enforcing the Rules & Regulations. Warning notices will be sent to unit owners with fines following if the violation has not been resolved.
  • Please do not leave junk mail on the ledge in front of the mailboxes. A bin will be ordered for disposal of junk mail.
  • Several water issues have been reported.
    • A roof leak above the x01 stack has been repaired; after further investigation, mold growth was discovered. Servicemaster has completed an initial survey and will return to finish the work and complete mold remediation, and let us know how extensive the damage is.
    • A bulge in the floor in 402 thought to be caused by an internal plumbing issue was found to be due to a fire suppression sprinkler leaking internally behind the wall. The pipe was patched and Servicemaster will be coming out to do immediate water mitigation. The HOA will be responsible for the emergency sprinkler repair and water mitigation work.
    • The Board has approved Steadfast to finish work in 113.
    • The Board has approved the drain cleaning project, currently scheduled at an annual cadence.
    • Due to an underestimation of gutter accessibility, the gutter repair project will need to be rebid accounting for the effort of building scaffolding.
  • After reviewing options for security service providers, the Board has settled on GlobalProtect. We hope to have them begin patrolling the garage and the stacks this week if possible, with a focus on ensuring the security of the garage.
  • Matthew has all the information needed for the Reserve Study and we hope to receive it within the week.
  • We will share the cost of bags for the compost bins with Ambassador 1.
  • We are continuing to request bids for pressure washing the courtyard and some vertical concrete walls.
  • Window washing will be scheduled for the upcoming weeks. Property Concepts will send more concrete information to all homeowners when it is scheduled.
  • We are looking to renegotiate our contract with Lincoln Towing so that homeowners are able to call them directly when someone is occupying their parking spot, rather than contacting the Board to contact the towing company. This is an action item for Brian.
  • Further regarding landscaping, we will have the contractor send us a quote for removing the dead trees and bushes around the property. In the future, we may request quotes for adding bark or gravel to the beds around the walkways.
